Recipient must have demonstrated academic interest in international relations as evidenced by appropriate course work in international relations. Recipient will be required to submit a paper for consideration for publication on one of two topics: "Small countries' contributions of benefit to the people of the world" OR "The dependence of small countries on the larger countries for their security."
